[1] Take a new file of 1280 pixels, 1024 pixels, of resolution 72 dpi in the RGB mode with a white background.

[2] Now Create a new layer and fill it with linear gradient using colors of #ffc255 and #d26845.

your image should look like this

[3] Now Goto>Filter > Artistic > Sponge and apply these values

[4] Now have make a texture now make guidlines with the help of ruler

[5] Now make a Sqaure on a new layer and fill it with black.

[6] Now duplicate these squares and copy as shown.

[7] Now make another square on a new layer and fill it with white.

[8] Duplicate white layers and shown to get taxi pattern as shown

[9] Now Merge all Block layers and change its layer style to Color Burn and Lower its Opacity 17%

Now you have something like that.

[10] Now add a text of your own Choice.

[11] Now its time to make a Pattern.
open a new file of 20 by 20 pixels with white background and make two squares like given and goto Edit>Define Pattern and save it.

[12] Now Open Blending options of this layer as shown.

Your Image is Ready…Add a Shadow if you like.
